The Publish as Web Page (Java)/Publish Web Project features depend on Java Applets, and the ability to execute them was deprecated by Oracle in Java 9, and removed completely in Java 11.

iGrafx SharePoint® Compatibility
iGrafx supports integration with Microsoft SharePoint 2010 and 2013.
Application Requirements for Legacy Products
Existing perpetual license owners can continue to use the software. The software may not work with operating systems released after the release date of the Enterprise Modeler version you have.
If you require a cloud based solution you must use the igrafxcloud.com services instead.
We do support the use of virtualized servers, also known as Infrastructure as a Service (IaaS), to host the web application server or the database server.
We recommend using the same version of the iGrafx Desktop Client and the iGrafx Platform. For the best user experience always use the latest available versions of all licensed products.
If the combination of the iGrafx Desktop Client and the iGrafx Platform versions are not compatible, the client won't be able to connect and an error message will be displayed informing the user about the incompatibility. If you use an older iGrafx Desktop Client connecting to a newer iGrafx Platform the connection may work but new features won't be available from the client and some existing features may become unavailable until you upgrade the iGrafx Desktop Client.
Platform is fully qualified and full support will be provided for platform specific issues.
Platform specific issues will be investigated and supported where possible.
